How do UK Public Sector Organisations Evaluate and Choose IT Services Partners

Since we have recently become an approved public sector supplier for the UK Public Sector as part of the UK Digital Outcomes and Specialists (DOS) Framework we had the opportunity to explore in more details the public sector buyer personas, their project roadmaps and their expectations from strategic IT services partners in terms of technical competences and cultural fit.

Below I’ve compiled a list with the most encountered pre-requisites in the public sector bids mentioned on the Digital Marketplace.

Technical competences

In terms of technical competences, most public sector organisations are looking for IT services partners  experienced in working with government stakeholders or with other large & complex organisations, IT companies that can support future proof strategies, visions and goals and provide transformation advice in the fields of digital, data, technology, organisational & cultural changes.

Some of the most common prerequisites mentioned on the Digital Marketplace:

  • experience in working with large organisations and of successfully delivering complex projects, working across full lifecycle, from concept to delivery
  • experience of working in blended, multi-discipline, multi-vendor team environments
  • focus on meeting user needs using a range of Agile methodologies including Scrum, Kanban, XP, and continuous delivery and improvement
  • experience of gathering user requirements from a wide range of stakeholders & of converting requirements into user stories
  • experience of analyzing, designing and improving existing systems and business processes and of documenting these
  • in-depth solution architecture knowledge across the Data, Application, Security and Infrastructure domains; taking an evolutionary approach to software architecture and strategic alignment of technical design & architecture to meet business goals
  • experience using Business Driven Development (BDD) to bring the business closer to new solutions/services/features being piloted
  • ability to write high quality code and effectively analyze/resolve code related issues and in undertaking code reviews, ensuring the delivery of high quality software
  • demonstrable past success developing both micro and macro service architectures & full stack products, organising and performing prototyping and proof of concepts and using them to achieve business benefits
  • vast manual and automated testing experience & a good knowledge of internet security and application vulnerabilities
  • ability to quickly research and learn new tools and techniques
  • proven experience in balancing changing priorities and dealing with ambiguity/complex requirements
  • various certifications, relevant for the project under discussion

Cultural fit 

Exactly like in the case of new employees, cultural fit plays a crucial role when choosing long term, strategic IT services partners. Cultural fit is like a glue that holds an organization together, so is the case for your partners ecosystem. Partners need to be able to conform and adapt to the core values and collective behaviors of an organisation. Some of the aspects relevant for UK public sector stakeholders are as follows:

  • good communication and facilitation skills and training experience; able to effectively communicate with staff at all levels and external to the organisation; visibility to all staff & stakeholders
  • experience in coaching, mentoring and leading others
  • experience in knowledge sharing in multi-disciplinary teams

  • co-location (only offsite work might not be enough in most of the cases)

  • continuous attention to technical excellence and good design
  • simplicity in project approach, mastering the art of maximizing the amount of work not done
  • Able to work under own direction and set own short term targets

Assessment methods

The most commonly encountered IT service partners assessment methods on the Digital Marketplace are as follows:

  • written proposals

  • the way the supplier presents itself and his capabilities
  • case studies

  • cultural fit
  • technical competences (proposed approach and methodology, team structure, value for money, team location)
  • team scalability and flexibility
  • risk management (how the supplier identified the project’s risks and dependencies and what are the solutions recommended to mitigate them offered approaches to manage them

  • self organizing teams – best architectures, requirements, and designs emerge from this
  • teams that reflects on how to become more effective on an ongoing basis, and adjusts accordingly
  • demonstrate courage (teams that express controversial views, confront reality, make tough decisions, question actions inconsistent with group behaviours, candid about progress/estimates)
  • demonstrate vulnerability (declare uncertainty, fear, recognise mistakes, apologise, acknowledge weaknesses)
  • demonstrate responsibility (act like leaders, serve your team, provide solutions to problems, engage in external/internal environments, seek the best for the organisation beyond your team)
  • demonstrate simplicity (take simple steps to goals, do less but better, mitigate failures, talk straight with respect)
  • demonstrate excellence (seek actionable feedback, set challenging targets, know users, deliver cost effective high level customer satisfaction)
  • demonstrate enthusiasm (bring whole self to work, celebrate success, share passion and energy with others, optimistic)
